Pilot Project Overview


October 2024 – December 2024 (12 weeks)

  • Project Objective: Increase organ and tissue donor enrollments in Manhattan DMV offices.
  • Project Goals:
    1. Achieve a 15% increase in donor enrollments compared to the same period in 2023 for each participating Manhattan DMV office.

  • License Express: 6,150 Enrollments
  • Midtown DO: 4,975 Enrollments
  • New York DO: 4,425 Enrollments
  • “Goal” thermometer signs: 24″ x 36″ dry-erasable signs for tracking and displaying progress toward office enrollment goal. Will include dry erase marker and removable mounting putty.
  • Multilingual signage: Removable sticker decals with donor registration question in top ten languages
  • Bells: For customers to ring when they enroll in the Donate Life Registry.
  • MV-OD: Informational document developed by DMV entitled “What You Should Know About Becoming an Organ, Eye, and Tissue Donor” translated into Spanish.

Pilot Project Plan: NYS Department of Motor Vehicles and Donate Life New York State (NYS) Engagement Plan for Manhattan District Offices

Pilot Program Timeline: The pilot will launch in October 2024, following DMV Appreciation Month, and will run for three months, concluding at the end of December 2024.


Objective: Foster a twelve-week competition among the three DMV offices to achieve the highest percentage increase in donor enrollments compared to the same period in 2023.

  • Celebratory Event: Any office meeting or exceeding the 15% increase will be rewarded with a celebratory event chosen by the office and hosted by Donate Life NYS.
  • Individual Office Goals: Each office is challenged to attain a 15% increase in donor enrollments. To track progress, each location will receive a large “thermometer” sign, publicly displaying their advancement toward the goal. Office goals and progress benchmarks are detailed in the table below.
  • Recognition: The office with the highest percentage increase will be recognized by Commissioner Schroeder and Donate Life NYS.

Office Goals and Progress Benchmarks

Objective: Motivate MVRs to proactively and consistently ask customers verbally about enrolling in the Donate Life Registry, while identifying successful strategies that can be shared across offices.
  • Implementation: Each MVR will use a tally sheet to record whether a customer selected “yes” or skipped the donor registration question.
    • Tally sheets should be turned in by MVRs to office managers at the end of each week for data entry.
    • Office manager should enter weekly totals for each employee into corresponding week number tab of Weekly Enrollment Tracking Spreadsheet for corresponding office (License Express; Midtown DO; New York DO).
    • Goal tracking thermometer should be updated each week with progress toward goal, calculated on “Aggregate” tab
    • By close of business each Monday, office manager should email updated Weekly Enrollment Tracking Spreadsheet to Anthony Greathouse (Anthony.Greathouse@dmv.ny.gov) and cc: Yekarah Mitchell (Yekarah.Mitchell@dmv.ny.gov) with updated weekly totals.
  • Recognition: Donate Life Champions will be highlighted on Donate Life NYS social media, in the quarterly newsletter, and through DMV communication channels.

Objective: Begin work shifts twice each week with a short focused huddle to align, motivate, and educate MVRs on the importance of their role in organ and tissue donation. Donate Life NYS will supply organ and tissue donation content to DMV to share during huddles.

Implementation:

  • Motivation and Education: Dedicate a portion of each week to motivating MVRs to ask the donation question to every customer. This will include sharing “Stories of Hope“—personal and inspiring accounts from transplant recipients, donor families, and those on the waiting list. These stories will illustrate the life-saving impact of organ, eye, and tissue donation, making the connection between the MVRs’ daily tasks and the broader mission. Shared “Stories of Hope” will be posted on bulletin boards in employee break rooms as a constant reminder of the impact their work has on saving lives. Donate Life NYS will provide a printable PDF of each Story of Hope.
  • Important Facts and Information: Share key statistics and facts provided by Donate Life NYS, reinforcing employees knowledge and understanding of organ and tissue donation.

Objective: Increase customer awareness and participation in the Donate Life Registry through direct engagement and visible reminders.

Implementation:

  • Bell Ringing Ceremony: Introduce a Bell Ringing Ceremony where customers ring a bell when they enroll in the Donate Life Registry. This act will publicly celebrate the customer’s decision and create a sense of community achievement.
  • MV-OD (Informational One-Pager): The existing MVOD, an informational one-pager about organ and tissue donation, will be translated into Spanish. This ensures that Spanish-speaking customers have access to the same important information about donation.
  • Multilingual Signage: Develop decals for MVR windows with the donor registration question—“Would you like to register as an organ and tissue donor today?”—displayed in the top ten languages spoken in NYS, ensuring accessibility and visibility to more customers.
